I would say that this depends on your reason for eating the flour. If you are using the flour as an ingredient or in some recipe then I would recommend not to consume the infested product. Flour beetles will infest any type of grain product so you would have to thoroughly inspect the whole shipment for these beetles before consuming.
If you are interested in eating flour weevils and other insects, then this is a completely different story and there would be an added level of safety in procuring your ingredients. Flour weevil larvae and adults are very high in protein (more than beef) and low in fat and calories. They contain essential amino acids and fatty acids that you would find in any other whole protein source.
